Pro Football Hall of Fame overhauls selection process, eliminates Seniors category

The Pro Football Hall of Fame will fundamentally reshape how its classes are chosen, shrinking the selection committee from 50 members to 28 and discarding the separate Seniors category for the 2027 election. The overhaul, first reported by Adam Schefter, is the broadest revision to the Hall's voting structure in recent memory.

Under the new format, all eligible players will be evaluated in a single pool once they clear the mandatory five-year waiting period after retirement, eliminating the modern-era and seniors distinctions that have structured the ballot for decades. The finalist slate will shrink from 15 modern-era players, 3 seniors, 1 coach, and 1 contributor to 13 players, 1 coach, and 1 contributor. The previous three-senior limit on the ballot is gone, and candidates who make the final seven will no longer receive an automatic carry-over slot the following year. Contributor eligibility has also been expanded to assess a candidate's full football résumé, including playing, coaching, and other league contributions.

The changes come one year after Bill Belichick's first-year eligibility denial became a flashpoint for the old process. Hall president and CEO Jim Porter said the board of directors approved the revisions after a 2½-year review aimed at avoiding what the Hall called "unintended biases" in the previous selector makeup. The 28-member board will consist of 25 voting members and three alternates, and for the first time since the COVID-19 pandemic, selectors will return to an in-person final vote. With an 80% approval threshold still required for enshrinement, most classes are expected to land between five and six members.
